Wet ceiling, scrape off texture
Clean up
Prime ceiling
Skim coat ceiling
Sand ceiling
Prime ceiling
Patch Ceiling
Spot prime patches
Apply two coats of paint to ceiling.

Its advisable to consider painting the walls in the affected rooms. Especially if your popcorn has never been painted! Damage to the tops of the walls is sometimes unavoidable!
